My Lord,
In reply to Your Lordship's despatch No.183
of February 15th, I have the honour to state that the only new Chinese legislation dealing with the traffic in noxious drugs is the draft revised Morphia Law, of
which a copy is enclosed herein and which was
provisionally published by the President of China for
general observation on February 5th last.
In spite of this new law increasing the scale
of penalties for offences connected with the drug traffic, the punishments inflicted by the local gendarmerie on
persons convicted of earning a livelihood by taking
payment for giving morphia injections continue to be generally ridiculously anall, consisting in many cases
of fines of from three to five dollars and I fear that
there is little reason to suppose that the deterrent
effect of the new law will be very appreciable.
